This medal is rewarded on completion of basic training or one unit station training to not more than one trainee from the graduating group. It is not awarded by the armed forces, but by the Citizens Committee for the Army, Navy and Air Force, Inc. Since it is a citizens' awarded medal, it is not to be worn on the uniform. It is awarded to the trainee who best displays the outstanding qualities of leadership which best express the American Spirit: honor; initiative; loyalty; and high example to comrades in arms.
